1) I don't think an Apple Store will provide that service, or if they do, they would just go online the same way you could. I have not seen verified mention of them doing it in-store anymore. Maybe 5 years ago when there was no official policy, yes, but Apple made a formal policy and service about locked devices and took unlocking online.

2) You say this happened as part of a scam. You have very likely lost the the ability for Apple to unlock the device for you because the scammer very likely set Lost Mode (see the information in the links to which that article takes you). In that case take this as a lesson learned and recycle the device.
