why i can't create apple id account right now? the problem is when i add my phone numbers they told me that Can't connect to apple. can someone tell me? thanks

Is the iCloud server working? --> https://www.apple.com/support/systemstatus
If you are using a VPN, try turning it off and see if you can then log in. E.g., AppStore - Apple Community
