I was trying to transfer data from my iPhone 13 Pro Max to an iPhone 16. After I chose the transfer method, entered my Apple ID password and my phone’s passcode, it took me back to tranfer methods.
I was on the same Wi-Fi network and had Bluetooth turned on.

One possibility: Do you have a 3rd party VPN installed on your old phone, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN, then restart your device.
Plan B: Back up your old phone to iCloud, then restore the new phone from iCloud.
