RCS message reactions going to others in same thread independently

When I react to a message in a group message with both iphone and other RCS users (non-apple) the reactions are sending independetly to the iphone users in the group chat to our personal text threads, as well as showing the reaction in the group thread. This is isolated to chats with RCS users, not occurring in purely iPhone group chats with iMessage only. It's wild to me that my reactions are sending to other threads separately and sounds like it could be a massive security issue that things are sending to outside threads without my approval and intention.
