Restrict apps from playing any sound

When I am listening to music on my phone, I may browse certain apps.

Some apps such as news apps may start playing ads with audio that interrupts the music.

A setting that allows to restrict "play sound" permission for certain apps would be very helpful.

Note: this is not a case to use focus. I don't want to "reduce interruptions". I just don't want apps to start playing sounds till I tell them to.
