Apple wants people to buy in the Stores in their own country. Apple only delivers products in the country where the purchase was done. The online US Store for apple.com is only for people in the US and for delivery in the US.
People in Armenia can buy through local resellers (iSpace, iStore, Mobile Centre, Viva, Vega, etc.), or else buy in brick-and-mortar shops when visiting other countries (not recommended due to warranty only in the country of purchase). At this time, the Apple site for Armenia is not taking orders.
An Amex card would be valid for purchases in other currencies and other countries and regions. I don’t think that the card is the issue.
