macOS Tahoe on M4 mini doesn't support dual monitors like macOS Sequoia

Tahoe on M4 mini doesn't support second monitor as well as Sequoia did. Waking after sleep now overlays apps (e.g., mail, Safari) on primary monitor instead of on separate monitors. Why?
