iMessage activation issue with MTS phone number on iPhone in Russia

i am in russia on MTS acrrier. My neew iphone refuses to activate iMessage with MTS phone number, while both emails are fine and iMessage works. Has anyone seen a similar problem?

No texts coming through to verify phone number on Apple Account Traveling out of the country, I used an esim. iMessage stopped working and was showing me only my email address in my Apple account.
