before I upgraded my phone to 17 when email, messages, phone calls would come in a number would appear on the apps icon telling me how many new issues are pending. Now I can’t seem to “turn them on”.

Do you have any Focus modes active ? They will hide the app badges.
Go to Settings > Notifications > Select an app > See if Badges are turned on.
