iPad Pro 17 doesn’t charge when I turn it off
When I plug in IPad, it begins charging but if I turn it off while still plugged in it doesn’t charge more.

The iPad won’t charge when shut down… off, never has. Only when it’s in the sleep/standby mode. Off means off.
If your iPad isn't operating as expected, begin with a forced restart - as this will often clear an isolated software issue:

Troubleshooting generally requires substitution of the Power Adapter and cable for another known-good item. Most models of iPad require a Power Adapter rated at 12W (i.e., 2.4A @5V) or greater to reliably charge. 5W Power Adapters (1.0A @5V) intended for older models of iPhone are inadequate to charge an iPad; if the iPad charges at all, charging will be very slow. Many recent models of iPad are supplied with a 20W USB-C Power Adapter.
Some third-party USB-C power adapters (and portable PowerBanks) may not support USB PD (Power Delivery). Power Delivery mutually negotiates the charging voltage; the source, load and cable are all elements involved in the negotiation protocol. Unless the Power Adapter explicitly supports USB PD, it will almost certainly fail to charge the iPad; proprietary charging standards, such as QC (Quick Charge), are not supported.
Many computer USB ports also cannot source sufficient power to charge an iPad. Unless explicitly designed for charging connected devices, computer USB ports are typically limited to 0.5-1A @5V (i.e., 2.5-5.0W).

Your iPad should always charge when it is connected to a suitable USB Power Source.
You should note that if the iPad is shut-down when it is connected to power, the iPad will automatically restart and boot to a running state. If the iPad is shut-down while connected to a USB power, the iPad will shut down - but will continue to charge.

Not so. An iPad will always charge when connected to a USB power source rated a 12W or greater.

You need to pull the charging cable out and put it back in. If you shut down the iPad when it charging it stops charging.
Thank you, but to clarify, I plug in Ipad, see that it is charging, then I shut it down. It always would charge when it was off until recently. I updated to 26 and didn't notice it wasn't charged to 100% and thought that 26 was just draining my battery very quickly. Then, I discovered that it hadn't charge when I turned it off. Worked before the latest updates. I guess I'll ask for support from Apple?
My bad… I had no idea you could charge the iPad and iPhone when powered down. From what I read powering down the iPad speeds up charging. Reason being, there isn’t anything running in the background when the iPad is powered down… for example, fetching mail.
