Many factors can impact your iPad's reported battery health. Limiting the overall number of charge cycles is only one factor. Restricting battery charging to 80% of maximum can indeed reduce chemical aging, however, this only reduces the aging aspects caused by maintaining the battery at 100% for extended periods.
Observed battery health will not necessarily reduce at a linear rate determined by charge cycles alone - however, you should anticipate that the indicated health will reduce by at least 1% for each 50 full charge cycles - one cycle being any combination of charging that together sums to a 100% charge. The indicated battery health is displayed as an integer value, rounded down, starting at 100% health.
Your iPad indicates 90 charge cycles; on this basis, other factors aside, your indicated battery health would not be expected to exceed 98%.
If you are concerned, you would be well advised to seek assistance directly from Apple Support - and request a remote battery diagnostic test. You can contact the Support Team using the Support link at top-right or bottom-left of this page.

Probably not; Apple isn't obligated to replace the battery until it's gone below 80%. It's normal for it to lose 1% every month or two depending on the model.
