After a week of leaving my laptop on and plug in its still going.
Mail is saying it is downloading all the time. I am still receiving emails and able to send but it seems wrong that its taking so long for it to do this.

I would like to see a screenshot of your settings in Mail like the one below. Use the Shift+Command+4 to do it.
I would also suggest that you run a SafeBoot Start up your Mac in safe mode - Apple Support will sort many anomalies
Login and test. Reboot as normal and test. Caches get rebuilt automatically.

1,110 new messages seems like a lot. You might want to check your email provider settings. When I open Mail I don't get that message at all if I have no new messages. If I do it's only a few and takes a matter of seconds.
There's clearly a bug in Apple Mail in the new Tahoe release. I have the same issue...Mail constantly saying it's downloading emails. Then things went to another level today. I was looking at my inbox (not clicking on anything, just surveying what was in my inbox) when a bunch of emails just vanished before my eyes. Mail then showed that it was downloading 1015 mails. My guess...there's a bug that is corrupting the email database and causing a reload of emails.

The same problem suddenly appeared last week. Thaoe was already on version 26.2.
I deleted every file I could from the Mail Library, reinstalled the system twice.
I deleted the account from Mail and recreated it.
I deleted the important "flags" on Gmail Web.
Still the same problem.
Me too, did the update this weekend (macOS Tahoe Version 26.2), same issue. I've reinstalled my accounts, apple mail still says downloading. It appears it's a problem with exchange accounts. It takes forever also to quit. Very frustrating. No issues with outlook.
Are any of your mail accounts exchange servers?
I guess that's the point. Prior to updating the OS this was like normal, just downloading the latest emails. Now I've updated and I have this constant message, over the days the number is getting bigger.
The lastest emails are in my mailbox and I don't seem to be missing anything so I can't understand what is wrong and how to fix it.
I remember in the past some people would keep their emails on the provider's servers, so every time they would check mail all the mail would get re-downloaded. I wish I had an answer for you. I know it doesn't happen with Mail with any version of Tahoe on my Macs.

Im having the same issue on MBP M2 on Tahoe. constantly moving, copying or downloading.
I have rebooted in safe mode and i have resinstalled Mac OS Tahoe 26.0.1 and with issue still persisting
Did you remove the mailbox and add it again, or set the device up as new where you had to add the mailbox?

Since updating to Tahoe 26.0.1 mail is constantly downloading.
