Finding a replacement for unsupported iPlanner app on iPad

No. If it's no longer available then it cannot be installed on another iPad. You cannot directly transfer or airdrop apps.

Unknown. Only you would know what you features you need or want form a planner app. Search the app store and read the descriptions for the apps. There are a veritable ton of Planner Apps in the App Store.

my only requirement is to have an electronic copy of my fixed shift rota that I can edit and share.

Search for Shift planners also quite a few available in the App Store.
