MacBook Pro won’t connect to public wifi

I have an M1 MacBook Pro running Tahoe. It will not open the splash page of for public wi-fi unless I restart my computer. It doesn’t matter if I reset the DNS renew the DCHP lease. The only thing that fixes it restarting my computer. I thought it was a software problem but has continued to happen since I updated to Tahoe.
