How to fix iPhone 17 Pro stuck in recovery mode?

I am having the same problem. The phone continues in a recovery mode loop. It does not start up. I connected the phone to a PC and used Apple Devices app to connect iPhone 17 and start recover from there. It goes through the entire software download and still comes back to Recovery.
