Not a big TikTok fan, but try the following...

Successfully Fixing TikTok Sound on an iPhone:

A. Close All Apps:

These Apps may be open. So, save what need be, and then close all apps. Hold you finger down as you swipe up form the bottom-left corner of your screen. Then, close all of these open apps, by sweeping up quickly for all apps.

B. Perform a Force Restart:

Try Force Restarting your iPhone. Save any information that need be. Then perform the restart. See if you can then perform this. Go Here: Force Restart iPhone - Apple Support

C. Update the App:

No only does the iOS have updates, but third-party app hav their own update from within them. So, see about updating it.

D. Add the App Back:

Remove the app, and then add it back. Be certain you sign out of it, before removing the app from your iPhone.

Since this an issue with TikTok, it's not an Apple product and Apple has no control over 3rd party apps. It would appear the app developer of the TikTok app didn't open the app to Voice Isolation, but Apple can't fix that. Contact TikTok if you want to let them know you'd like to see this feature added to their app.
