Widget preferences will not save in Standby mode

No matter how many times I remove a widget, or turn Smart Rotate Off, it will immediately reset as soon as the phone goes to sleep, and add those widgets back (Photos, Stocks, etc.), and turn Smart Rotate back on. This has been a consistent issue for as long as the feature has existed. I'm on an iPhone 12 Pro Max, and always update my iOS versions as they come out. I have also tried making the changes, then immediately turning the phone off and back on, and the settings never save.
