Quick Start is not working for iPhone data transfer

Hi, i received a new business iPhone 15 to replace mu current XR. The XR is running on iOS 18.3.2, the 15 - out of the box - on 18.7 (i think). I now want to transfer my old data to the new iPhone, but I cannot use the Quick Start procedure. Both phones connect, I need to scan the image, enter the access code from my old phone on the new phone, but after that I can only chose to use 1) an iCloud copy (which is not an option because iCloud storage full = old backup) 2) pc or mac 3) android 4) set up as a new phone. Why do I not get the possibility to transfer data from iPhone to iPhone ? The IT department confirmed that there is no Apple Management which prevents to use the Quick Start tool. I don’t know what to do…

then purchase more icloud storage so you can backup your XR to icloud and then restore the new phone from the backup.

Update your old iPhone and update the new (if one is available), but do not go to iOS 26.

I cannot update the XR because I need 13GB to install the software - i only have 5 available on the phone (not because I have a lot of photos or apps, but 1/3 of the memory is taken by iOs and system data !!).

I could have come up to this solution as well, but this is not the way how it is supposed to work. Meanwhile, I have been able to update both devices to 18.7.1 but still not possible to use quick start.
