How do I turn off voice over when I can’t get my passcode keypad to come up
I’ve tried holding the side button and asking for the key pad…. I can’t get it figured out

Does the screen say the iPhone is disabled? See→If you forgot your iPhone passcode or your iPhone is disabled - Apple Support
If not, do a forced restart:
- Press and quickly release the volume up button.
- Press and quickly release the volume down button.
- Press and hold the side button until you see the Apple logo (this might take longer than 10 seconds).
The operative word here is QUICKLY for the first two buttons, then a long hold for the SIDE button; and try it a couple of times, the timing is a little tricky. If done correctly this will always work unless the phone has a hardware problem.
If you can get to the login screen tap twice everywhere you would tap once; for example, tap each digit of your passcode twice.
