Do you know the owner who the phone is locked to or did you buy a used iPhone from someplace expecting it to work? Only, the owner who locked the phone can unlock it. Apple will not help you unless you have the original purchase receipt from when the phone was first sold. If you don't have that, Apple won't help you at all.

The bottom line in most situations like this is if you don't know the owner who can actually unlock the phone, you own a useless brick you can't use. Either get your money back if you can or recycle the phone responsibly.

Activation Lock is intended as a theft deterrent.

We can’t help you bypass Activation Lock, and — absent convincing proof of ownership — Apple won’t help.
You’ll need to recover access to your Apple Account if yours is the Apple Account holding the lock, or will need to get whoever else is the current owner of this device and that is still holding Activation Lock here to release it.
Or provide an original purchase receipt from Apple or an Apple authorized reseller to Apple, and request they remove the lock.

That would imply that you are not the original owner of this iPhone, in which case the User Tip that lobsterghost1 posted is fully applicable. Activation Lock is an anti-theft mechanism that you cannot bypass, and that Apple will not help you remove.
The owner can log in using the credentials (a hint is shown). If you are not the owner, the person needs to remove the credentials so that you can use the phone.
Only the owner of the account used to lock the device can remove the activation lock.

If your phone is Activation Locked to your Apple ID, enter your credentials.

That was “…iPhone X locked to last owner of…”, most likely.
And here, the last owner is the owner of record per Activation Lock and they haven’t transferred ownership to the OP with current possession of the device. As your and all of the replies here have correctly indicated.
