As per the Support article, if you buy a phone meant for mainland China and take it to India, you will not get Apple Intelligence. Not until Apple Intelligence is available in China, whenever that might be.

As for phones meant for other parts of the world, read the Support article or check with Apple.

The built in hardware has to support local carriers, so it is recommended by Apple, to buy your iPhone in the country where you are planing to use it.

iOS is country specific as well. Restricted features will not work, even if you change your Apple Account region or country. The iPhone will always download the iOS version released for the country of purchase.
