Unable to change location settings on iPhone

I attempted to change the setting on location on a particular app, but could not I could see the box was checked. It said “only while using”, but I wanted to change that. The button was not fully lit up. I could not change settings.

I then went to “ privacy and security” and then selected “location service” but I could not make any changes on that screen.

The on off button was not available, settings for apps listed or were not available.

Original Title: I noticed I cannot turn location services on or off or even access any of the settings for different apps. Anybody else have this problem?
