Need help with how I can change my region so I can use my apple card

Apple Card is a Mastercard credit card. You do not need to change your region to use a credit card. Are you referring to a gift card?

yes I’m unable to use my gift card on my apple so I can redownload my apps
I tried to change my region as well but it’s not letting me change it it keeps coming up as cannot change region or country
Apple Gift cards can only be used in the region they were purchased in.
