iPhone data transfer stuck on spinning screen

I have two iPhones and I tried to connect the old one to the new one but I waited a whole day! Nothing happened, the screen just spins and spins while it is on the same screen and an image appears that it is transferring but it is stuck, no number appears as to how much time is left until it finishes. Help me, now I have a Windows laptop and both phones are on the charger connected to the laptop. What do I do next? Where do I go?
