Find My is intended for locating lost Apple devices. Stolen devices are an entirely different matter. Thieves will quickly turn the device off or wrap it in materials that will block all signals.
You're not getting it back. Contact local law enforcement and your insurance provider. If you have AppleCare Theft and Loss coverage, you have more options.

The iPhone 17 is still findable when the phone is turned off, but that does not stop a person from using a Faraday bag or the old tinfoil wrap method to block cell signals, when moving the device to a new location. The location may also be updated if it comes within Bluetooth range of another iPhone.
