Excessive system data after iOS 18 update on iPhone

I have been struggling with the storage issue for weeks now. I downloaded the IOS 18 update and suddenly my system data went through the roof!! Everytime I delete something the system data fills up. I have 58 GB of system data and the rest is IOS data. I’ve deleted every app but the phone and messages, all of my photos are on the cloud or google photos. I’ve done the methods of deleting things, clearing safari, and restarting my phone. I don’t have a Mac book to back it up. What should I do?
