Hello Apple Support,
I want to change my Apple ID country from the United States to Iraq,
but I still have a small remaining balance ($0.xx) on my account.
Could you please help me remove or zero out this balance so I can change my country?

Contact Apple here and they can clear your balance:

If you are currently in a region where there is no support, then all you can do is add a payment method with the region used on the device to make a purchase where your balance will first be cleared and the remainder billed to the card. Or abandon that Apple Account and create a new one.
