When tapping an inbound iMessage that includes a date, why is the only possible option to add to calendar? Can’t do anything else with the received Message. Can’t reply, in fact no context menu appears. Double tap allows reactions, that’s it.
Yes, I’ve toggled off iMessage, restarted, re- enabled. Yes, happens in group chats and private chat. Yes, all concerned are using iMessage.

Yes, in the main chat window. Tapping the sender only brought up Call, Email, FaceTime options. Been plaguing my iPad and iPhone for a long time. But signing out of Messages app and back in earlier today must’ve finally cleared the glitch. (Had tried that several times.) Context menu appears when tapping a message-with-date, at last. Issue resolved.

That would seem to indicate that you're not tapping but rather pressing and holding.

Do you mean from the main conversation window in Messages? Or do you mean in Notifications? Or something else.
I just tested a message with a date on it. Tapping on it brought me to the message thread as expected with the reply box below.
If you mean the main conversation window, try tapping on the sender icon rather than the message itself.
No Reply option to Messages that have a date in the text.
