Both our brand new iPhones share the same glitch/bug.It’s impossible to make keyboard and lock sounds to work as they are supposed to.Everything is checked and double checked;all required toggles switches are on, silent mode off.Reset and force reset did nothing.Hopefully it’s a small bug that can be fixed wit software update.

I have seen no similar reports so a bug is unlikely, otherwise millions of phones would be suwffering.
However two of your phones do have this, so suspect software or settings similarities.
Make sure you have not both installed any security or VPN software,
Then
Backup the phone
Then Settings, General, Transfer or reset iphone, Reset, Reset all settings. Defaults should then be established.
Normally I would say that if it still does it, take them in for repair, but for both phones to have the same problem is as unlikely as a bug affecting all 17s.
