iPhone SE 3 unable to download apps with billing error

So I recently ran into an issue, my phone is new just got it beginning of this year NEW it’s an iPhone se3 and it ran fine this whole time up until 3 days ago when it stopped letting me download apps it makes me use my password then pops up with some billing info and I put in 4 different cards and all it does is back me out and cancel the download and it makes me restart it all over again from the App Store so what do I do now?
