iMessage and FaceTime Not Activating on My Iranian Phone Number

I can’t activate iMessage and FaceTime on my Iranian mobile number. They used to work before, but I traveled to Turkey and used a Turkish SIM card. After returning to Iran and putting my Iranian SIM back, they no longer activate. I tried all the steps, but it still doesn’t work. I know Iran is restricted, so I want to know what I should do now.
