Apple Watch Series 7 shows green lighting icon on screen but charge indicator stays at zero

This is an old device that hasn’t been turned on in a while. When I place it on the charger, the green indicator light appears on the screen. The charge level doesn’t appear to go up after being on the charger for over 30 minutes. I am unable to power it on or perform a hard reset.
