There is no such thing as an iCloud Account; all there is nowadays is an Apple Account:


Troubleshooting Apple Account Creation:


A. 5 Accounts Per Device Limit:

You can only create 5 Apple IDs per device. So, use a different device to create one --one that has not been used 5 times to create an Apple ID. Consider using a computer to create it, as it would be more user friendly doing so.

B. Use a Computer for this:

Important: Consider using a computer to perform this, as it would be more user-friendly doing so. Also, keep the caps lock disabled when entering the password to avoid login errors.

If you see a 'Could Not Create Apple Account' or 'Could Not Set Up iCloud' message, read this article —> If you see “The maximum number of free accounts have been activated” - Apple Support . Read this one about an “at this time” message —> If you can’t create an Apple Account or see “your account cannot be created at this time” - Apple Support


Regarding previous advice to use a computer, I seem to recall somebody else reporting they also saw this message on a computer so it may apply there too. Apple also referring to "System Settings" in the article would seem to imply that.
