Hi! I want to chnage my country/region but i have 0.16$ remaining in my apple ID balance could you please remove it or clear it so i can switch?

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
