Unauthorized Apple ID country change and pending payment in Turkey

Hi, my Apple ID seems to have been compromised. I noticed that my account country has been changed to Turkey without my consent, and there’s a pending payment in Turkish Lira that I did not make. Because of this, I’m unable to change my country or region back to India,it shows an error saying I cannot change the store front information at this time.
