Can I use the safety features on an Apple Watch SE if I don't have a cell phone? I have wifi and a landline

I would like to use an Apple watch for fall detection and SOS around my home. I have wifi, and iPad and a landline but no cell phone.

Technically, the Watch is an iPhone accessory. You need an iPhone to set up an Watch.

If another family member has an iPhone, they could set your watch up "for a family member."
