I just tried it and I see the same thing. The shadow stays for 1.5 seconds and then disappears. I'm pretty sure it's not meant to be like that - so yes, it must be a bug.
You can easily test it yourself, open Settings and pull down Control Center. Focus on the area that WuMingyang has marked, and swipe Control Center away. A shadow of Control Center will be in the background for a very short time, and then it disappears.

This problem is available on every device that receives the 26.1 update. Users notice this at midnight and full brightness level in phone night mode. Another failed update. Each time, they offer us updates with worse and simpler errors than the previous one. Don't be afraid, there is no "burn" problem on your screen. Just software incompetence.
