I don't believe that Apple gets involved with lost or stolen devices – so it's not clear what you'd hope to achieve in this case by contacting them.
If you had Find My enabled on the phone before you lost it, you could use that to try to help find the phone (in the case of a lost phone), or to mark it as Lost (in the case of a stolen one).

And or Contact - Official Apple Support
And or Contact - How to Contact Us - Apple
if non of those gave me any success then I suppose I would try to
reach out to the place the iphone was purchased
