Problems with Itunes. Transferring library to new windows PC
Have consolidated library on old machine and copied across but it not picking up the library and music folders

What do you mean by "not picking up"?
After consolidating what have you done on the new PC to get it to find the library?
What steps have you followed.
You need to tell us what you did after consolidating and copying to the new PC.
Usually you would need to copy the library onto the new PC and then tell iTunes where it is by holding down the shift key before opening iTunes, clicking on "Choose a Library" and navigating to the iTunesLibrary.itl file you copied.
