Unable to log out of iPhone due to restrictions
i want to log out of my iphone completely and it says its restrictions and its not allowing me to log out

Did you check at Settings > Screen Time > Content & Privacy Restrictions > Account Changes? This must be set to Allow..
If you are in a Family Plan, it is the Organizer that would have control and it would not make any difference what you have on your device.
