Can I stop purchasing icloud after buying new phone with bigger storage

My phone storage is full and should I buy iCloud or a new phone. What will happen if I buy iCloud and after a few months or years I want to change phone and I bought a new phone with larger storage. Do I still need to buy iCloud that time?

1. Upgrades to iCloud storage are separate from an unit's internal capacity; it's probably better to get one with more space.

2. You'll have access to both; it'd be your decision as to whether to continue with the iCloud+ upgrade.
