I have an iPhone SE. When I to try to adjust the volume for the ringer. It shows a bell with a slash through it. My phone is not muted and it’s only shows the crossed out bell when I’m trying to adjust the volume.

You said the phone is not muted, but the bell with slash icon indicates that it is. Is the ringer switch on the side of the phone in the upright position (no orange showing)? If you go to Settings > Sounds & Haptics, is Silent Mode on?
