Unable to unblock a contact on iPhone

Pls Someone Should Help me on I to Unblocked a Contact From My Phone as I have Tried So many Times But the Contacts couldn’t be Unblocked

If what Lawrence Finch suggested isn't the issue, try opening Settings > Screen Time > Content & Privacy Restrictions > Contacts - make sure Allow Changes is marked Allow.

Contacts can be blocked via parental controls. Is that a possible cause?
