We need much more information. Did you buy a used iPhone from someone which is Activation Locked to their ID? If yes, you can't sign in to the phone without knowing their account credentials. If you don't know them or can't reach them, you are the owner of a useless phone you cannot use. Apple won't help you unless you have the original purchase receipt, which shows the serial number of the phone on it.
