How to enable Wi-Fi Calling on iPhone 15
how can I enable my iphone 15 setting for wifi calling

try reading Make a call with Wi-Fi Calling - Apple Support
though on newer ios versions (at least for me the setting is now at)
settings->apps->phone->wifi-calling
if it's absent for you then it could be that it's a feature your carrier do not support
