macOS defaulting to using F1, F2 etc as function keys

macOS is defaulting to "Use F1, F2 etc. keys as standard function keys" set as true. Whenever I open my laptop from sleep mode, even if I turn it off before closing it, it goes back to switching it on. Why is this happening, and how can I fix it?

I'm using an M2 Macbook Air with Tahoe 26.0.1

There’s a setting in System Settings that defaults function keys to F1 etc. It’s in the Keyboard tab, look for Keyboard shortcuts and then scroll down to Function keys.
