iPhone camera vertical orientation for tilted docs

Why can't my iPhone get vertical vs horizontal images right? It does when taking a photo of a landscape or something, but if the phone is leaning forward 45 degrees like to photograph a document, it seems to default to vertical. All my iPhones have been this way. It seems like something the phone could figure out by context. Look at this image. There is readable text.
