Apple will never notify you in a text/email of a fraudulent charge. It is always the bank of the issued card that would approve/deny a purchase and Apple does not make that decision and not even involved in disputing a fraudulent charge on a card you use for Apple Pay. As always that is done through your credit card. Not even a bank would send you any such message.
A typical phishing scam is intended to scare you, so you make an ill-advised decision to call a number or click a link and provide the scammer your personal information. Never call a number or click a link from a text/email to provide personal information and you will not be a victim of a scam.

Your bank would have communication with you, not Apple. Banks approve or decline transactions, not Apple. Banks address their customers by full name or as Mr. Donald etc. They do not say Dear customer etc. or use informal greetings.
