It is the only way you can do it. Should go to about 7GB on that phone

Possibly, but there are no guarantees. I have done this a few times and initially it looks like the system data has been reduced by a third to half, but it can start creeping up again more quickly than you might expect. Then again, it might not.
Worth a try if you have the time, and a current backup.
