How can I restore my new iPhone without the old phone's Lock Screen password?

If you are at the point of restoring your iCloud data, it is asking for the previous Passcode because there is data in iCloud that is end-to-end encrypted using that passcode. You will not be able to restore data that is encrypted with a Passcode that you do not know or unable to verify on another Trusted Device, but you should have the option to continue the restore. I do remember it being a couple of screens you have to go through after choosing the option that says you don't know the Passcode.
After the restore is completed on setup, you will see in Settings that that there is a red exclamation point saying data in iCloud cannot sync and you will be asked what you want to do. Data such as Health, Journal, and Payment information are encrypted with that Passcode if that is your only Trusted Device, so you will have the option there to delete that data to resume syncing to iCloud.
